and misused the filibuster. but in the age of obama, the republicans have made a mockery of our democracy. they've turned a useful procedure that turned majority rule into a battering ram to deny the results of a presidential election. take a look at these numbers. in all of u.s. history under all previous presidents, a total of 86 presidential nominees have been filibustered. but during the past five years, republicans have blocked 82 of president obama's nominees. that's nearly the same as all previous presidents combined. it's unfair and it's undemocratic. >> in each of these cases it's not been because they opposed the person. that there was some assessment that they were unqualified. that there was some scandal that had been unearthed. this isn't obstruction on substance, on qualifications. it's just to gum up the works. >> it's not about the individual nominees. it's about opposing thes. . this year alone, republicans blocked all three of his nominees to the d.c. circuit court of appeals. they've filibustered mel watt from a major housing job. the first lawmaker to be blocked in 150

across the country who successfully signed up for obama care. chief national correspondent jim engel is here with the news live this afternoon. >> reporter: hello, bret. industry leaders tell fox that by last week only 50,000 people had signed up for the federal exchanges under obama care putting the administration far behind its goal of 500,000 in the early days, 7 million by early next year. and that further complicates efforts to fix another problem. >> reporter: the administration is desperately searching for someone who is searching. how do you unravel the chaos by 4 million cancellations at the time they're trying to sign up 7 million uninsured. >> all of a sudden the interest in delaying or putting off obama care is bipartisan. you have democrats and republicans. everybody knows we're not ready to do this. >> lawmakers have suggested several options, extend the enrollment period, delay the mandate for a year or delay the entire law for a year. >> take another year, everybody take -- catch their breath. let them stay on the old plans and we can continue to fight about this in 2
. democrats were plus-7, when president obama got elected last year. and they were there. last night, when terry mcauliffe won the governorship. if you get presidential election type turnout in virginia, from here on out in all of their elections, republicans will never win again in that state. look specifically at the african-american turnout. when the republicans won that governorship back in 2009, the black turnout was 16%. when president obama was on the ballot last year, black turnout turned up to 20% of the electorate. last night again, black turnout was 20% of the electorate. african-american vote rs in virginia turned out. even though it was not a presidential year. even though it was an off-off year. and if african-american voters can turn out like that again in every election in virginia, that is a nightmare for the republican party. so yeah, ken cuccinelli lost, and the republicans lost the governorship. both of those are history-defying, bad news, bad bench marks for the republican party. and who turned out, looks bad for virginia republicans not just for last night's race but
delaying obama care, here is an important thing. just the personal tax, the "if i don't seen up" tax is over $300 million a month. the administration now is dealing with a cost of delay that if they did their job right they wouldn't have. that's one of the reasons the president is resisting it. he wants the revenue. he wants you forced into it. if he takes it off he's afraid he won't hit the goals. >> at every level it is an epic failure. this is the health and human services chief information officer, a guy that testified before your committee. congressman chafitz of utah asked how many times he met with sebelius. i want your response to this exchange. >> since the end of august how many times have you personally met with secretary sebelius? >> i'm not sure. probably once or twice. >> when was the last time you met with the secretary? >> i believe that it was during the shutdown. the secretary had regular meetings with senior leadership. >> so you met one time in october? >> i believe so. >> you are the chief information officer. you met one time in october with the secretary. >> ma

, as chris stirewalt mentioned, is a really bad thing for obama care and democrats. >> so whoever wins in virginia, and if it is the northern virginia suburbs that are still outstanding, that is very good for mcauliffe. but because obama care has been such a factor late in this race and the exit polls so far have told us that, what does that portend for those who are looking forward to the 2014 elections? >> it portends bad things for democrats in the red states. that is a bad sign, this race, even if mcauliffe wins by two to four points, that is a sign that obama care moved this significantly. remember, virginia is a state that dealt with the government shutdown. when it happened, it really opened the lead for mcauliffe, it affected the race greatly. when obama care rolled out, it affected this race drastically. as the night went on, we got another wave of exit polls. that spread, and then the state was 53% opposed, 45% support that suggested that obama care opposition made a big difference. >> and of those who opposed obama care, they overwhelmly voted for the republican. >> 80/11, 8
chris christie is hoping for a big win by avoiding the tea party. even embracing president obama and working with a democrat. here in new york city, bill de blasio is thought to be the most progressive in decades. but the main event will be in the key bellwether state of virginia. it is where tea partiers like ken cuccinelli became a tea party star with comments like this. >> the ultimate goal which is to make abortion disappear in america. homosexual acts are wrong and should not be accommodated in government policy. someone's going to have to come forward with nailed down testimony that he was born in place "b," wherever that is. you know, the speculation's kenya. and that doesn't seem beyond the realm of possibility. >> birther jokes and attacks on women and gays. that's not a winning message in the year of 2013. cuccinelli also led a charge to shut down womens health centers and refused to say whether he supports equal pay measures. and a republican candidate for lieutenant governor is just as extreme. >> planned parenthood has been far more lethal to black lives than the kkk
